In the age of widespread internet use, many of the old fights about television’s depictions of sex, violence and profanity have fallen by the wayside. And now, one of the 2000s’ most prominent culture watchdogs is at its end as well. On Friday, the Parents Television Council declared bankruptcy.

The Burbank-headquartered nonprofit filed for liquidation in Delaware’s federal bankruptcy court, revealing about $92,000 of assets and $285,000 of liabilities. The council’s revenue and cultural relevancy had dwindled since the aughts, when it sparked record-setting regulatory fines against major media companies and churned out reports on shows’ racy content amid the booming popularity of cable television. Its stated goal was “to ensure that children are not constantly assaulted by sex, violence and profanity on television and in other media.”

Along with the Chapter 7 filing, the council has pulled its social media profiles offline. SFGATE’s email to the organization’s president, Jon Yasuda, bounced back with an automatic response: “Thank you for your email. I am no longer employed by the Parents Television and Media Council.”

Questions delivered to other company emails and phone numbers, plus those of the nonprofit’s bankruptcy lawyer, also went unanswered. The council’s last release is from Sept. 3, urging Congress to protect children with safeguards for artificial intelligence products.

As the bankruptcy now winds its way through the legal process, it appears that the watchdog’s three-decade run is at an end. The council was formed in 1995 as a Hollywood outpost of Leo Brent Bozell III’s Media Research Center, a still-active group that aims to document liberal bias in the news media and beyond — Bozell is currently President Donald Trump’s ambassador to South Africa.

“TV Is Leading Children Down A Moral Sewer,” an early ad from the nonprofit blared in newspapers, asking for contributions to protest advertisers who “send TV filth, vulgarity, course humor, premarital sex situations, violence, killings and all the rest into American living rooms and children’s bedrooms.”

A setback for the group arrived in 2002, when World Wrestling Entertainment sued the Parents Television Council for saying that its wrestling programming had led to children’s deaths. In the ensuing settlement, Bezell had to apologize, and the council coughed up $3.5 million.

But the council hit its stride in the mid-2000s, around the time it adopted its “Because Our Children Are Watching” tagline. It claimed to have driven a fourth of the 530,828 complaints to the Federal Communications Commission over Janet Jackson’s wardrobe malfunction at the 2004 Super Bowl and to have driven away advertisers from edgy shows “Nip/Tuck” and “The Shield.” Its complaints about a raunchy bachelor party scene on the show “Married by America” led to a $1.2 million FCC fine for Fox stations. Another wave of complaints, over a suggestive episode of “Without a Trace,” delivered a $3.6 million fine against CBS stations from the agency.

Time Magazine, in a 2005 story on the disagreements about regulating risqué television, called the council a “national clearing-house for, and arbiter of, decency.”

Along with its campaigns over individual episodes and issues, the organization published lists of its “Top Ten Best and Worst Shows for family viewing.” A 2005 edition skewered what it called “the Worst Shows for family viewing” — including “The War at Home,” “Family Guy” and “American Dad!” — and dragged “That ’70s Show” for its “casual and irresponsible treatment of teen sex and drug use, which are depicted as risk- and consequence-free.”

The council also churned out in-depth reports on a slew of topics, often relying on scene-by-scene analyses of hours of TV episodes. 2004 brought “MTV Smut Peddlers: Targeting Kids with Sex, Drugs and Alcohol” — focused on the channel’s spring break coverage — and “Ay Caramba! Spanish-Language TV Just as Risqué as English-Language Fare.” A 2006 report blasted violence in children’s programming; another from 2008 said that prime-time TV programming “seems to be actively seeking to undermine marriage.”

But by 2010, when the New York Times wrote that the council had “spent most of the last decade as a conservative superstar in the culture wars,” the group’s star was fading. (The group always described itself as “non-partisan.”) Its pushbacks on violence and sexual content in television shows had lost steam, and advertisers were less worried about waves of complaints, the Times reported; plus, the group cut staff as its fundraising efforts stalled.

In 2021, it sealed its pivot to the digital age with a name change to the Parents Television and Media Council, and until Sept. 3, it was still publishing news releases.

One figure who won’t be sad to see the council go? “Family Guy” creator Seth MacFarlane. He said in a 2008 interview with the Advocate magazine that being on the receiving end of the council’s criticism was “like getting hate mail from Hitler.”

Its press releases criticizing the latest risqué scenes on broadcast and basic cable TV routinely generated media headlines — as did its deep-dive studies showing an increase of more adult content,:” says The Hollywood Reporter’s James Hibberd. “The organization’s tagline was ‘Because Our Children Are Watching,’ which seemed to strike a chord among some parents as broadcast channels pushed the envelope in terms of adult content to compete with the more grown-up vibe of ascendant basic cable channels like FX and AMC, and basic cable channels strove to compete with the R-rated vibe of premium cable channels HBO and Showtime. Once streaming services entered the fray — which were free from worries of government regulators or advertisers — TV entered a post-censorship era where the likes of Netflix can offer both children’s cartoons and hard R-rated films in the same app, with hardly an eyebrow raised.” Family Guy creator Seth MacFarlane once said of the PTC: “That’s like getting hate mail from Hitler. They’re literally terrible human beings.”
