I think that would have to be Phil Wrigley. He didn't do a darn thing with the Cubs after his dad William died. He only kept his promise not to sell them. The Cubs didn't make any kind of improvement until the Wrigley family sold the Cubs to the Tribune Co. which wasn't much better.
