Fox isn't on the poll because Fox has never lost their NFL broadcast rights (they have televised National Football Leagues since 1994) within the past 30 years unlike the other networks that I mentioned.

All of them (NBC, ABC & CBS) but CBS without NFL from 1994 to 1998 is the most painful out of all networks
