Was she intended to be closer to Fred's age or Lucy's age?

We never really heard the age. In Ethel's birthday episode she was between age 40 and 50. Also it is mentioned how long they were married thought can't remember what was said. In the Swiss Alps episode she married Fred when she was 19. I know in Lucy Tells the Truth episode we know how old Lucy was although I can't remember what was said. I haven't seen the show in a while so my memory has dimmed a bit.
