That #9 quote didn't surprise me when I saw that it made the list. To me, it is one of Frank's best. "I'm the police commissioner. I know everything." is another good one.

P.S. To me, his funniest moment was in episode fifteen of season four named Open Secrets when he was going to refuse to testify even if he was given a subpoena. After Garrett said to him, "I would get you a pair glasses and a mustache for a disguise, but you already have those things." Frank was like, "Remind me again why I keep you around!"
