Either a character whose evil actions or motives are important to the plot or somebody who's responsible for specified problems, harm, or damage. Basically, they are the embodiment of pure evil.

I always enjoyed Charles Lane playing Homer Bedloe on Petticoat Junction. Maybe he's more of a foil than a villain.

The one thing you can learn from the lists in each of these articles is that TV sitcom villains didn't exist before the the 1980's.

From Batman - The Penguin (not completely a sitcom as such)

Homer Bedloe was a Villain always trying to screw Hooterville with threats of disbanding the Cannonball

My Favorite Martian- Detective Brennan

Jeannie's sister

Dennis the Menace- Johnny Brady and his dad

If you count cartoons then add Dick Dastardly and Muttley (Wacky Racers), Simon Bar Sinister ( Underdog), Uniblab (The Jetsons)

Villain may be harsh for some of these characters. Maybe Antagonist would be a better title
