It's possible that Paramount, the company that produced Happy Days, got the music clearance rights to a number of 1950s songs so they can be used in episodes.

Money, probably. Certainly the later episodes are subject to that.

I remember that from the original airings. When you know the songs you can immediately tell the re-recordings.
