Many people on Twitter called Bradshaw creepy, with some bringing up the timing coming days after Jon Gruden was ousted as Oakland Raiders head coach over offensive emails.

I've always thought that Bradshaw was a little off in the head. Not to the point of being disabled, but enough to give him a warped perspective.

As far as what he actually said, I don't think any of it was legally "actionable". ...I think part of the sensationalism is in the heads of his critics who are inferring what they think he MIGHT have meant....but shame on them.
If someone is trying to look "nice" and another person happens to notice, isn't there a contributory involvement from both?

If I sat on a bale of hay in a thigh length kilt, I would expect observers might take notice and make comments.....ya reap what ya sow.

Sometimes I suspect the degree of "offense" is mostly the product of the wrong party noticing vs who the intended prey actually was.

The office gal might leave that extra button undone hoping to capture the attention of Fabio. But when Wilbur, the 40 year bachelor is the one to take notice, the gal suddenly feels "ogled".
