The real Disney Channel became terminally ill when it switched from being a premium non-commercial pay cable channel specializing in the entire Walt Disney Library (save the theatrical reissue evergreens) to being a "free" ad supported channel. Though this vastly multiplied the number of available viewers it was the beginning of the end for Walt.

When Anne Sweeney, a powerful executive from Nickelodeon took charge of the Disney Channel she complained that the classic programs were too out of date for her kids and decided much of it carried a non-PC message. So she pitched that they begin to phase out the library in favor of "current" tween girl programming.

At first this meant that the Walt movies and shows were shown at night and overnight (like Nick at Nite) under the Vault Disney banner, but over time these shows were pushed further and further into a box and eventually disappeared entirely in favor of round the clock tweens and kiddies. This changed the brand meaning in multiple ways that continue to kill the goose that laid the golden egg.

The early-late 80s were the golden years of the Disney Channel - a virtual TCM of Walt (way more classic content than we are offered on Disney+). All class - before the sass and crass.

When Disney Channel debuted in 1983 it's mission was originally to bring fine quality programming that was oriented to families and so during it's original run kids had cartoons and kids shows then at night they launched a adult and family oriented block. But Disney Channel's actual death was when they removed all the family oriented programming and focused on kids by adding cartoons and shows like Hannah Montana and turning stars like Raven Symone and Miley Cyrus into celebrity talent and if it wasn't for kids this image would not exist on Disney Channel. But I think in a few years Disney Channel will go broke. Why? Because of Disney+ and because of Disney+ Disney Channel's ratings have gone lower. But had they not become a pay to watch cable channel in the 90's Disney Channel would still be successful

The 1983-1996 era were the Disney Channel’s heyday years and The 1997-2008 era are a mix of ok & quite good.

I'm not going to attempt to examine why Disney Channel proverbially "died" right now just since I don't have much time to do any exhaustive research. I've of course, in the mean time, heard the common debate of whether or not Disney Channel actually got bad quality-wise or you, the viewer merely outgrew it.
