Good list. I'd probably slightly reorder the top ten on this list, and it's kind of weird that Ian and Barbara have to share an entry, but it's well thought out, and I largely agree with the announcer's conclusions. I'd rate Romana higher, and Sarah Jane lower.

When he said Steven was #8, I knew #7 was going to be Vicki.
