It may turn out to be the most revolutionary game-changing legislation in college athletics since Title IX was passed in 1972, yet it went unmentioned during ESPN's College Gameday's three-hour broadcast and on Fox's Big Noon Kickoff on Saturday morning. The legislation was signed because college athletics has become a billion-dollar business with athletics unable to profit.
