She's not authorized to collect them and doesn't have the right equipment to do so. Would evidence like that be dismissed in reality?

It's probably an unpopular opinion, but I see Jessica as a busybody, a buttinsky.
She needed to find a different hobby and leave the authorities to work their own business.
