NCIS and similar shows that don't get huge constant write-ups don't go for the shocks and edge like Game of Thrones, Mad Men and the other journalist darlings do. They have a formula and they stick to it. Most viewers will pretty much know how the plot will go and what the characters will do and how will they react. NCIS also has mass appeal and is not on a pay cable network, which I think turns off some writers because they want to be seen as part of this cool niche that has access to shows others don't, even though there are ways to get around watching shows that aren't on CBS, ABC, NBC or FOX.
