Given the nature of the show with changing actors and production teams plus the show's longevity and often low budgets it is hard to say.
I definitely think when the Doctor became all powerful to the point that he re-created the universe the character changed and became too "god-like" and less human-like.
Re-creating the universe was s step too far for me to take seriously even in the show's own universe.
