What is the purpose of water towers, and why do I only see them in small towns?

Water Towers supply Water Pressure for anyone connected to the system.
The Water Tower in the series is for the Train to Run, it JUST requires wood & water. The wood heats the Train Steam Boiler and the the water turned to steam powers the train !
