I saw that episode again today, and I'm beginning to wonder if that was an inside joke. I would assume that it's typically frowned upon for actors (especially women) to drastically alter their hairstyle when production for a television season is on-going. This is because it really wrecks havoc with the continuity. Alyssa Milano's future Charmed co-star, Shannen Doherty was fired from Beverly Hills, 90210 in part but not just because she cut her hair in the middle of the season.

And with Who's the Boss?, Alyssa first sports her darker hair style in the eighth episode of Season 6, "Supermom Burnout" and yet in the 12th episode of that year, "Gambling Jag", Alyssa's hairstyle is back to the way that it was at the very start of the season. So of course, ABC originally broadcast the two episodes out of order.
