That’s how NYC was in the 70s. The city was literally bankrupt. There was no money. That’s why Barney was always talking about manpower shortages and the precinct was a wreck.

This was NY in the late 70s and early 80s. Absolutely filthy. The precinct fit in with the times.

A lot of shows from the 70s had a grimy look. I always thought all the Norman Lear shows looked dirty except for The Jeffersons, but they were rich.
