I think, but I'm not 100% sure that Tony knew Billy's grandma and she broke her hip and couldn't take care of Billy anymore so she asked Tony.

I wonder if Billy was introduced not only because the other kids on the show, Sam and Jonathan were simply getting older, but the writers simply didn't know what to do with Jonathan. He wasn't exactly a "cute" little kid anymore and Danny Pinaturo was simply put, becoming an extremely awkward teenager on-screen.

Yeah I agree, it was definitely "lets ship in a cute kid and try to make a catch phrase" moment for the show. Jonathan was perfect for the show at first, but man there was just something off in the later seasons. Also it felt like the writers enjoyed making him look stupid. Like in the episode where they are supposed to be selling the house and buying a new one... his only real moment on the show was coming into the home covered in black oil after Tony/Angela decide not to buy it (the gag being the sellers just 'struck oil'... in CONNECTICUT)

The thing is I have to admit one of my favourite jokes from the show was a convo between Billy and Tony. He keeps asking Billy why he did something, saying "why?!" over and over... Billy keeps saying "becawse" in his raspy new york accent, Tony says "Will you stop saying becawse!!!" and Billy says "Then stop asking why!"

For some reason this is one of those random moments on the show that sticks in my head.

I wonder if Billy was a network imposed decision just like how the network supposedly only gave WTB an eight season under the condition that Tony and Angela got married.

I currently watching Season 7 and Billy was a terrible addition to the show. Cousin Oliver syndrome. He didn't fit in the cast and was a poor actor. He was super annoying.

I was thinking for some time now, if they wanted to add a third kid to the Bower-Micelli household, why couldn't they just have Angela's ex-husband Michael and his new wife produce a child? Granted, I don't know how they could organically involve said child in Connecticut since it's explained that Michael lives in California.

But still, it wouldn't in my mind, made for an interesting new dynamic for Jonathan to gain a new sibling. During the series itself, Sam is practically, a big sister to him despite not actually being related by blood. We never get that dynamic with Billy though because in no small part, his presence and inclusion feels so forced and contrived.

But I looking back, find it a bit odd that the show practically acts like Michael is no longer a entity or factor in Angela nor Jonathan's lives in the later years. They make it look like Tony was the only father figure or adult male role model in Jonathan's life. Even in the series finale, there's a scene in which Jonathan empathically tells Tony that he's been like a dad to him.

This is despite the fact that Jonathan has never displayed any ill-will or resentment towards his actual dad, Michael despite not always been present his life.
