I don't understand where this concept came from. She owes her biggest successes (TJ Hooker, Dynasty, and Melrose Place) to Aaron Spelling. When Heather tried to venture out on her own, like on the TV series Going Places and LAX, they didn't last very long.

On Spin City, many fans of the show believe that it started going downhill when she showed up in the fourth season (Michael J. Fox's last on the show). The general feeling is that Heather simply messed up the chemistry on the show.

The show changed format, but what after season 3 prompted the change to bring in new actors to begin with? Did they run out of ideas with the previous format?

After season 4 where Michael J Fox and 3 other cast members left and some characters not getting any real mention as to why they're gone, that's a fish bone for sure. Ms Locklear didn't cause that. Caught in the middle of both the lead's health issues and show format changes that had her auditioning for, but definitely not to blame. That's my current belief.
