I remember this. It was actually Shannen who didn't allow them to use her image in anything with Charmed after she was fired. If I remember correctly, she owns the character. They would have to pay Shannen quite a bit of money if they used her image. Shannen has even refused her likeliness to be used in comic versions of Charmed. I'm glad Shannen did this because the show screwed up keeping Alyssa over Shannen.

Apparently, Shannen was super hard to work with (on 90210 as well), and that she got jealous of how popular Alyssa got. And she or someone else gave an ultimatum of Shannon or Alyssa, and they chose Alyssa. And Alyssa's on-screen boyfriend, Cole, was played by Shannen's real-life boyfriend, Julian. Apparently this didn't help matters.

The studio/EPs tried to step in and wanted them both to go through a mediator to smooth things better but neither wanted it and they went on doing their thing. Shannen also disagreed with where the show was going and wanted it to be more serious.
