Default Not just out of order

I'm sure everyone here knows that "Party Animal" aired before "Driven to Insanity" and that Cory turned 10 in "Party Animal" (production code 106) but was still 9 in "Driven to Insanity" (production code 114). I just noticed that even when the episodes are put into production order it still makes cory go from 10 years old back to 9. I just thought that was kinda interesting.

Sometihng like that happned in Sabrina the Teenage Witch. Sabrina turned 17 in the begining of season 2 and she turned 18 in season 4. But season 2 and season 3 both had Christmas episodes

Question

What I don't understand is why 20 episodes(not counting the
christmas episode) were produced for Season One but two
were held back until after Season Two started.

I know why they showed Out of Control after If I Only Had A Job. If I Only Had A Job showed Rae's vision about Victor's restaurant and in Out of Control he opened the restaurant. They showed Don't Have A Cow afterwards because it was a Halloween episode. I'm not sure why they aren't showing To See or Not To See though....

i'm not really all that willing to see the season 1 episode that they never showed cuz i don't know i just think when they show new episodes that late, it loses everything. `i'm much more excited to see the new season 2 episodes. they can take their stupid time on "to see or not to see". not that i don't want to see it at all, just not that excited. .............
