With a modulator, you can do this just as easily as from one VCR to another.

I can offer this service to anyone as well as these transfers:

VHS - VCD
VHS - DVDR
VCD - DVDR

if your dvd player can play vcds, you just hook it up same as you would 2 vcrs. Im guessing the vcd is homemade, so its not macro protected or anything.

Now, from computer to tv or vcr .... hmmm.
I know folks do this with an installed video capture card with "TV OUT" capabilities.
