It IS the same actress.
Bidding on the Boys was on my local channel just before I posted that, and now I know for sure, that its the same actress.

Same character.... hmm??

I had seen Bidding on the Boys before I saw Norm's Big Audit, and thought the EXACT same thing. So I did a little research and was really surprised when I saw it was her. She actually kind of acts the same in both episodes. It's weird.

Yes. The lady that wins Woody at the auction and the IRS lady in "Norm's Bi Audit, are the same actress. But not the same character.

By the way "Norm's Big Audit" one of my favs.
