I like a lot of the characters you mentioned, but Tara, Willow, Buffy, Faith, Evil Willow, and Anya are my favorites.

Anya Buffy Cordelia Giles Spike Xander These are my absolute faves, though I love them all. Notice that I've alphabetized them so I wouldn't be accused of liking one more than another. I honestly couldn't pick one fave because I like them all for different reasons.

In the whole of the Buffyverse (including Angel) it'd be:
1. Giles 2. Wes 3. Lorne 4. Spike 5. Dru 6. Lilah 7. Faith 8. Ethan 9. Willow 10. The Mayor I want more Ethan, damn it! He and Giles should guest in Angel.
