It was a PLANNED spinoff but TV Tome site says

The Random the angel (pilot) appearance on Happy Days
was PRE-EMPTED (maybe cuz of Presidential address) and therefore aired a week AFTER Out of the Blue ep #1 premiered .

sorry -- but it was a PLANNED spinoff whether you like calling it that or not.
