I dont understand why vint says the city set up a shelter because of the tornado warning..... isnt that for hurricanes. Usually when the siren goes off in my town, we grab our fannies and hi tail it for the basement which is what they end up doing anyways.

It was probably written by someone who does not live in the Midwest and has no idea what one does when there is a tornado warning!
