Why else would the sub-cap want the real captain to retire and a black belt like Jinny to be put on desk duty and sent the weaker inspectors out into harms way. Because he knows that Jinny would save the day ashould something have happened to any of the inspectors in the line of duty. The sub-cap dude knows the killers would gun down all the inspectors minus Jinny cause Jinny is on desk duty. Plus I think the sub-cap has major deals with the 3 killers and the traitor FBI girl both. Thay may be into some kind of major smuggling operation whether drugs, weapons, or just maybe even illegal immigrants into the U.S. via the lightly uses unpopular U.S route 101 which connects right into the heart of San Francisco, major smuggling interchange for smuggling routes in the U.S. Plus U notices how sub-cap reacted when the FBI girl told him off? He acted as if he didn't even hear her, but he still looked at her and didn't even do a damn thing. But if any of the inspectors said the same exact thing in the same tone or similar tone, the sub-cap would have fired the individual inspector who told him off. So I think theres some kind of conspiracy going on with the sub-cap, ant I think therew's a connection between the sub-cap, the FBI girl, and the 3 killers.

no...i doubt anyone would risk their position as captain, after working years to get there. he was just annoying...plus, he also went off on liz...so that's another strike against your theory. although, i would not be surprised if he did turn out to be a "bad guy" because then jinny could arrest his ass...that would be very funny. and he'd have to deal with kate, another lovely scene...
