I noticed that Lumpy Rutherford and Judy Hensler look alike in the face a little. They even have the same face expression when they are disgusted by something. Where Frank Bank and Jeri Weil related in any way?

I don't think so. If they were, I'm sure it would have been stated in Jerry Mathers book. I never noticed before but you are right. They do look alike.
