Do you think Mork and Mindy only finished the 78-79 season tied with Happy Days for the 3 spot because Mork appeared on Happy Days before Mork and Mindy was created?

I would say it is part of the reason. However, I think the show's humor, comedy, and cast did not have to rely on a parent show to keep it's ratings high.

The first season is the best but it was one of those series that would inevitably get stale after a while like Aunt Esther in Sanford and Son. There was a thread about that a looooong time back. It's probably a few pages down.
