Johnny Johnson. He was easily the funniest villain on the show, esp. the way he laughed 'maniacally' after going into Dave's office and closing the door!!!

I agree with Kimbo, I loved it when Andrea was thinkin that her and Lisa were best friends, and Lisa hated her...Andrea was the best villian on NewsRadio ever!
