I'm gonna change this a bit, just because I can't think of any "smart" or "dumb" people that haven't already been mentioned. Wait...Smart: Lisa Simpson.

Anyway, Smart and Dumb can also be clever and naive.

Most Naive- Sgt. Schultz

Smartest: Richie Cunningham (Happy Days) He was a valedictorian at Jefferson High School, and was popular. Howard would be my favorite actor on most shows, but not HD, because of the Fonz, who's the coolest.

Dumber: Andrew 'Squiggy' Squigman (Laverne & Shirley) is the dumbest, by far. Except for his 'Hello!" trademark, he had no good qualities.

Arthur Dietrich on Barney Miller was one of the smartest characters I've ever seen. He knew something about everything. One character I thought was prety dumb was Maynard G. Krebbs on Dobie Gillis. He mixed up words, locations, and just about everything else.
