In episode #158. Arnold's Songbird, who was the celebrity Arnold promised to get but could not? This is the one where Carmella sings a song and gets a standing ovation.

(Summary of episode)
In order to be elected the entertainment chairman for a school charity fundraiser, Arnold promises to get a celebrity--but when it's time to deliver, he's forced to look to his nemesis Carmella for help, hoping she can save the day.

if it was around 84-85 and it was a female singer. I'm thinking Cyndi Lauper, Tina Turner or Madonna?

I think that it was Michael Jackson, because Carmella sings "Ease on down the road" from the Wiz.
