The circles show all the things I use. The artistic, neow glow changes the color of the picture- you can make it change to any color that you want. The other thing I circled was the custom shape tool. If you dont see that too (if its line, etc.) right click on it and it should give options.

Ok, now this picture shows the custom shape tool and the things you can do with it. Click on the custom shape too (on the far left) then, on the right it says shape- use whatever shape you want. Notice the little arrow circled-- that gives you a list of shapes. The Style circled can give it a diferrent color and effects to the shape (fading, border, etc.) or you can use your own colors which is also circled.

Now this one shows you have to make the pic blurry and add lighting effects. If you click on FILTER itll give you all of those options. For lighting effects, click on RENDER-- you can either add a lens flare or make it brighter, etc. There's also a bunch of options on how to make it blurry. Use the other features (DISTORT, ARTISTIC, etc) to add more to the picture.

This is the finished picture. I used NEON GLOW (I chose a light blue), added some stars from the CUSTOM SHAPE TOOL, and put in a few lens flares from the RENDER. I also added some text.

Ohh ok.. well, go to FILTER, then RENDER, then Lens Flare. I took the shot of which "lens camera" to use and what size. Any size between 30-80 makes it look like a star.
