I'm not an expert on the subject, but in case no one else answered you, I hopped online to look up some potential answers. This might help with your question. This article says that VCD technology is recorded to CD-Rs and can be played back in DVD drives, but the image quality is lower. This article tells you how to create a VCD and basically what the difference is. As far as my experience with DVD burners, the ones I'm familiar with also burned CD-Rs, so it seems that you could burn VCDs too.
