I too was thinking the exact same thing. The quality reminded me of the old kinescopes of live programming used in the 50s.

I wonder if maybe it was a copy? Like perhaps back in 1970-something when it was shot they took what they thought was funny, dubbed it onto videotape, and got rid or, lost, recycled, etc., the film stock that it came from.

Yes, my thoughts exactly.; It looked like perhaps it was recorded off of ABC int the 70s. In fact during the ending credits I half expected to hear ABC voice overs.
