James Woods' fiery portrayal of the Big Apple's volatile ex-mayor lights up this 2003 cable drama.
Based on Wayne Barrett's book, the film deftly intersperses scenes of Giuliani's days as a prosecutor and aspiring politician with those of his galvanizing leadership during and after Sept. 11.
