Does anyone know who he is? He does most of the voiceovers for commercials on Nickelodeon/Nick@Nite. Also, at Walt Disney World's Disney Studios, you hear his voice when the Test Track ride is ready to ride. Does anyone know who he is????

His name is William Woodson.

It's a possibility because Woodson is a very successful voiceover talent. But to answer your initial question, I'm not sure if he does the TestTrak.
