1. Was the college Richie, Potsie, and Ralph attended called The University of Wisconsin?

2. Did Joanie ever graduate from high school? Did it ever mention or show her graduation, like they did Richie's?

3. Was it high school Fonzie dropped out of? When he was at the boys' graduation he gave a school is cool speech. What made him decide that school was cool?

2. Yes, but they didnt show it , I love Richie's Graduation episodes

3. He gave a speech in Graduation Part 2, and I don't what made him think that

3. I think he only said that school was cool, because he suddenly decided to go to night school, and maybe, he found that finishing school made him successful, after all

The answer to this is very simply: poor writing. The original Fonzie had no interest in going to school, and even dropped out AGAIN in a first season episode.
