They just don't want to always focus on the Niles-Daphne thing all the time. They need to expand.

This is true. They've devoted quite a bit to the Niles-Daphne courtship and marriage the past few years, so I think they're trying to shake things up by doing plotlines with Niles and Daphne apart.
