On Once Upon A Time was the character Ruby originally a waitress at the diner?

I saw a character named Ruby on Once Upon A Time and I would like to know if Ruby was actually a waitress at the diner in Storybrooke? I do know that Ruby quits the waitressing job because she dislikes the woman who owns the diner because she has too many rules and the woman is bossy to Ruby so Ruby gets a job with Emma at the sheriff's department. Is Ruby also Red Riding Hood in Once Upon A Time too? I watch this show and it's interesting to see
