Were Spice Girls trying to make a comeback with their album Forever?

Back in 1998 Spice Girls launched an EP titled Goodbye and while many people thought the song was Spice Girls swan song it wasn't because in 2000 Spice released the ballad Let Love Lead The Way which was the first single in the UK from a forthcoming album. The album would be titled Forever and billed as Spice Girls comeback album. While in America the song Holler became the first single but despite promise Forever sold poorly. Why I think Forever became Spice Girls's weakest selling album was because without Geri Halliwell the group wasn't the same and with this album they tried to make Spice Girls have an R&B sound and how producer Rodney Jerkins got to produce this album i'll never know. But why I think Spice Girls released Forever was to regain a new generation of fans and even Goodbye was put on the album as the last track of the album. But I think Virgin Records wanted to promote this album and perhaps launch a comeback tour for Spice Girls which never ever happened
