I am trying to find more specific information about what make a person or family qualify to be eligible to live in the Chicago's housing Projects back in the 1970's like the Evans family did. Is qualification mostly based on income or should the family or single parents must also have underage children to be eligible.
In the show GoodTimes, we see single person such as Wilona and senior citizen such as Wanda (or the lady with Meatloaf ) also living in the project. So I'm guessing the eligibility is mostly based on income. (Chicago's Cabrini–Green housing project before demolition)

Thanks for that info. It still make one wonder with mostly families with children living in the project, why there still be so much crime and violence in that neighborhood. I am guessing poverty and lack of parental supervision was main cause of crimes. We had a similar low income projects in out town and it got also demolished due to high crime rate in that area.

It could have been an income-based housing, anyone can stay in those, I know I'm in one
