The issue was not that Peter did not know how to fix bikes. He was fired because he could not complete the jobs on time. Instead of fixing the problem with the bike, he would take them apart and do other things to them. If you brought your bike in for a new tire and the person disassembled your chain and breaks for no reason would you not be upset?
Clearly the episode was written to avoid Peter from being the victim of a harsh boss. Instead we feel for Mr Martinali because his business is suffering.
Poor Peter. He got fired from 2 jobs

I agree, Martinelli could have supervised him a little better, to get him on the right track.

Peter did have trouble with jobs. Look what he did at the ice cream store--goofing off, making personal calls.

I was once fired from a job on my 2nd day. I was sent outside the building to pick up trash with my bare hands, and as soon as I came back in the manager wanted me to handle food (that the public would be consuming). When I tried to first go wash my hands, she wouldn't let me, and a few choice words were exchanged between us.

It ended with her grabbing the phone and threatening to call the police if I didn't leave immediately. So I did!
