Burrows and the Charles brothers worked on Taxi, but weren't its creators.

J. Alan Thomas played Jeff Bennett on Taxi. He played one small role in one episode of Cheers. His character wasn't named, but he was in the credits as "Jeff." So theoretically that could be the same character.

For some reason I always thought Taxi and Cheers did a crossover
