I was wondering was there a episode of Perfect Strangers that started the spinoff Family Matters. I know Family Matters is considered a spinoff of PS but i never seen a PS episode that started the show. Is so let me know

Although I don't remember the episode, I read in an episode guide that Carl Winslow guest starred in an episode of Perfect Strangers. I know that's not exactly what you meant, but it's the closest they got.

Yes, Harriette Winslow from "Family Matters" starred in episodes #52-54, #55-57, #58-64, #65-70, and #71-73 and appeared in most of Season 4 of "Perfect Strangers"

IIRC he gave Balki some pictures or something similar.
