In the episode where Fonzie met the waitress whom he thought was his mother, but she said she wasn't; was she supposed to have actually been his mother and just said she wasn't?

I notice she puts Fonzie's picture in her blouse in the final scene & sighs. It makes me wonder if maybe she MIGHT have been his mom but was too proud to admit it.

That is what I thought. She didn't want to admit it, probably thinking it would cause more harm than good to come back after all that time. I think it was left ambiguous.
