I'm not sure all of this information is correct, but I'll comment on the one I'm sure is not correct:

I don't think so. Jim Henson denied it saying it was just a coincidence. Jerry Juhl, head writer for the Muppets for 36 years and one of the original writers on Sesame Street didn't think it was true, and Jon Stone' Sesame Street's first producer and head writer and the man largely responsible for the show's format indicated, "Ernie and Bert were named one day when he and Jim were studying the prototype puppets. They decided that one of them looked like an Ernie, and the other one looked like a Bert".

You have to remember the film was not thought of as a classic at the time Ernie and Burt were being developed, the film was so forgotten it fell into public domain for a period of time. It's possible the name Ernie was used in memory of pioneering TV comic Ernie Kovacs who died in 1962. There was a string of popular commercials done in the late 50's early 60's for Piels Beer featuring two animated characters named Harry and Bert that were voiced by the influential comedy team Bob and Ray, I guess it's possible that might have inspired the Bert name.
