Ms. Hacker at Sanford Arms

I was watching the episode "Stakeout" with Ms Hacker renting a room at Sanford Arms and noticed the room had a phone where Hacker start making calls. Was wondering where that phone came from. The phone line must have been left behind when Julio moved out since Fred couldn't afford two phone lines as sometime he couldn't pay his own phone bill.

If I was Hacker, I would have made some long distance phone calls with the "free" phone
