Why is the final episode not the final episode?

In reruns, after the final episode there are 5 more episodes.

I assume that was how it happened in Happy Day's original run.

You are correct. Those five episodes were episodes that they had planned to show earlier in the season, but had to postpone because of other programming that they had to show.

I know that ABC in 1984 had the Winter and Summer Olympics. I'm not 100% sure or certain that's the exact reason behind why there were leftover episodes. But it goes without saying that ABC had a pretty packed schedule that year. And naturally, the Olympics is going to preempt a network's regular prime time programming for at least the next two weeks. ABC also took Happy Days out of Tuesday nights to help make room for a.k.a. Pablo during March and early April of 1984.
