Creatively, the show lost sight of it's original family premise and focused most of it's attention on Steve Urkel.

Personally, she felt it was just time that her character and the show ran its course.

That is true, it did seem like the show started to revolve the goofiness of steve urkel much like good tmes did with j.j

Now, if Frank Dungan and Jeff Stein were... Oh, forget it. You already know what I'm going to say.

The reason why JoMarie Payton-France left Family Matters was because she was unhappy with her current salary and she felt that Jaleel White was getting more attention more than JoMarie Payton-France wished for. JoMarie Payton was then replaced by Judyann Elder and while Judyann was a wonderful replacement actress who brought a whole new personality to the character Harriette Winslow JoMarie Payton-France will always be considered the original Harriette Winslow. It's a real shame that you don't hear much about JoMarie Payton-France anymore since Family Matters ended it's run besides occasionally appearing in movies and appearing on a celebrity Mother's Day edition of GSN's Lingo but the announcement of JoMarie Payton-France was truly a shock to Family Matters fans and with Judyann Elder being added to the cast it indeed brought new surprises to Family Matters as the show progressed well

I still to this day do not understand why JoMarie Payton-France left in the middle of the 9th and final season of Family Matters. She should have just finished the 9th and final season since the show was ending anyway and of course the show wasn't going to give her or no one else on the show a higher salary because the show was ending. Jaleel White was getting way more attention than anyone else on the show from the 2nd season - 9th and final season. JoMarie Payton-France will always be the original Harriette.
